Ruidoso’s Comprehensive Plan is more than a document, it is a shared vision shaped by the people who live, work, and care about the Village. This planning process is designed to guide Ruidoso’s future in a thoughtful, inclusive, and place-based way, balancing growth with the protection of the mountain character and natural environment that define the community.

 

At its core, the plan looks at the big picture: how and where growth should occur, how infrastructure and services can support residents and visitors, and how Ruidoso can strengthen resilience to challenges such as wildfire risk, seasonal population changes, and housing affordability. The plan addresses essential topics including housing, transportation and mobility, economic development, land use, parks and trails, environmental stewardship, and community character.

What truly sets this process apart is its foundation in community participation. A Steering Committee made up of local leaders and community representatives helps guide the planning effort, ensuring a broad range of perspectives are reflected. Throughout the process, residents, business owners, and stakeholders are invited to participate through public meetings, workshops, interactive design sessions (charrettes), surveys, and online engagement opportunities—making it easy for people to share their ideas and priorities.

 

As community input is gathered, the planning team will develop a draft Comprehensive Plan that includes maps, visuals, and clear, practical strategies. This draft will be shared back with the community for review and feedback. Rather than simply outlining a vision, the plan will identify specific actions, what needs to happen, who is involved, and when steps should be taken to move the Village forward.

The plan will also provide guidance on future policy directions, infrastructure planning, and land use considerations that may need to evolve over time. While it does not replace existing regulations, it helps identify where updates or changes may be needed to better support Ruidoso’s long-term goals.

Importantly, the final Comprehensive Plan will include tools for implementation and accountability, helping the Village track progress and keep the community informed through timelines, priorities, and ongoing updates.

 

Through this open, collaborative process, the Ruidoso Comprehensive Plan becomes a living framework—one that supports smart decision-making, strengthens resilience, and helps ensure Ruidoso remains a thriving, welcoming mountain community for generations to come.
