The plan supports a balanced economy, housing options for residents and the local workforce, safe and reliable infrastructure, stewardship of natural resources, and a high quality of life for everyone who calls Ruidoso home.
Developed through a collaborative, community-driven process, the Ruidoso Comprehensive Plan brings together local voices, data, and on-the-ground insights. It pairs a shared community vision with clear, implementable strategies that guide growth, strengthen resilience, and help ensure Ruidoso remains a welcoming, thriving mountain community for generations to come.

TOWN PROFILE
The area now known as Ruidoso, New Mexico, has long been home to the Mescalero Apache, whose deep connection to the surrounding mountains, forests, and waterways shaped the region for generations. Permanent settlement began in the late 19th century as ranching and homesteading expanded in the Sacramento Mountains. The Village of Ruidoso was officially incorporated in 1948, taking its name from the nearby Rio Ruidoso.
Ruidoso’s growth has been closely tied to its natural setting and role as a mountain destination. The development of tourism, supported by outdoor recreation, horse racing at Ruidoso Downs, and later Ski Apach, established the Village as a year-round resort community. Over time, Ruidoso evolved into a regional hub for recreation, hospitality, and seasonal living, drawing visitors while maintaining a strong sense of local identity.
Today, Ruidoso balances its tourism-based economy with the needs of residents, local businesses, and a growing workforce. Its history, natural beauty, and resilience in the face of environmental challenges continue to shape the Village’s approach to growth—grounding future planning in stewardship, community values, and long-term sustainability.
